Stuttering at high velocities

So I just bought a new rig just to play graphics heavy games like Breakpoint. It's a custom Alienware 13th Gen Intel Core i9-13900KF, 3000 Mhz, 24 Core, 32 Logical Processors. I play on ultra settings across the board and I average out around 180 to 200 FPS.

It handles extremely well with every game I have and yet when I play Breakpoint and I get into any vehicle and hit top speed the game stutters.

Is it a Vulcan VS DX11 issue? Is it just the game still "unpacking" itself and it cant render itself faster than the vehicles go? Again the stuttering only happens when I top out on speed in any vehicle outside of that the games is just fine.
