Ultimately I used the Nvidia latest hot fix and that fixed the problem.
Using the regedit from this video I was able to stabilize the CPU.

Changing my power plan to normal I stabilized my GPU. Now they both just don't drop for no reason. Now for some reason Vulcan works again. Nvidia v528.24
I just install 528.24 and my game still crashing in MAX preset =`/

I guess found the problem!
I just still in MAX preset, but one option in particular i select just HIGH i guess in english pronunce is: Volumetric Fog...
My FPS still worth in 90~110 and no more crashing =D

Helped remove the stuttering i was getting every 3 seconds. Originally I was able to get the stuttering to stop after moving the game installation to a different drive, but that no longer works.
I am not aware of any issues that disabling the HPET device in Device Manager, but I'll update if I notice anything on my machine.
Any error information in Event Viewer under Windows Logs -> Application

- When the crashes happen, was the game running in DX11 or Vulkan mode ?
- GPU model used
- GPU driver version
