Report a translation problem
1. Like to have a lot of Loot
2. Like Increasing Stats of certain Equipment/Weapons to your overall stats
3. want to play PVP or Raid
4. Likes grinding and progress in an overall sense
Off if you
1. Don't like stat increase and wanted to play as is
2. Don't like to be caged within your Gear Score Level, and consider a Headshot as a Headshot.
3. Doesn't like to Grind over and over and over
4. Wanted to play like Wildlands
My take on it, I prefer off tbh, but when you get to Gear Score 250 it's all the same tbh. You won't benefit or anything to have the highest gear score, because the enemy will have 1:1 damage modifier to you with the same gear score as you,
but when your gear score is low then there's a much difference that they could kill you instantly but you can't really kill them with a headshot. because the damage modifier is lower for you and Higher for AI, it makes the game RPG-ish.
What Gear Score Off do is make the damage modifier into 1:1 at the start of the game.

Only reason to turn it on is to get upgrading parts (which is for some weird reason VERY unbalanced as you need same amount with on or off, but with disabled gear score you wont be getting weapon drops from enemies to dismanle)
Tho I can't deny that you can sell junk and have them for your warchest by the time you reach endgame it's all the same.
The thing about this is that, you can easily make money from playing Motherland missions just by sitting and hearing bowman's sitrep. for every sitrep you get 1k.
and for the Drones that are guarding several camps, I don't think that'll affect more in OFF state then ON. because the Damage Modifier is 1:1 in OFF. you just need to get the right equipment to destroy them.
If it's ON then, I doubt that you'd survive on Camp Kodiak or Red Shark Outpost (Because it is rated Gear Score 250), you'd be stuck on the grind, to reach those numbers.
Some reward are still locked behind raid/PVP, there are some changes where several rewards were given to player if you achieve LVL 20 Class Challenges which is horrible in practice (like sniping headshot on 3 people 500m without missing a shot)
So yea its just a variant thats already available in the game, if you are content with whats available then you don't have to play the raid.
If you play ghost recon correctly, gear score on or off doesn't affect much, because 90% of your kills will be headshots. Gear score should always be on, because of the additional +30 stats. Those who say 'gs doesn't do anything' have no idea what they're talking about. A tac50 with +30 range, a desert eagle survival with +30 accuracy and +30 handling, all these are insanely better than their gs off counterparts.
