The other question is why would people want mods in this game (I've launched the installer. 60+Gigs! *censored*. Yes, I know those AAA titles nowdays are that big... I bet huge part of that is stupid movies that could have been compressed with h265 x265 encoder and take way less space. So my only "dream" is a trimmed down to something reasonable version.)
Because there's huge potential for improvement. Bug that could be fixed, tweaks made to the core gameplay. Not to mention the fact the game had a lot of cut content, which could be reconstructed and added back into the game with the proper tools.
Encrypted archives can't be compressed properly externally. The game only has 1.9GB of video files.
But it is agreeable that most titles today have lost that.
AFAIR you could just edit game logic by altering text files using simple text editor. (I'm talking about MS-DOS DN3D which was the first DOS game to require over 4MEGAbytes of RAM - that is 8MB = lots of money but I did play it on just 4MB under OS/2!)
I made a mod/game using the Duke engine called Duke Theft Auto ages back.
So, I've got it on my HDD and:
probably "high-res" part - 27 gigs
localization 10 gigs total, while the user needs only 1.8 with their preferred language (how to switch it?)

(ok, some don't have complete localization - but I doubt anyone will need more than 1-2 installed)
My imagination has ended at "if you see enemy - turn and shoot to random side" and seems some gravity tricks :)
Offtopic:
I wonder if there's a FPS engine capable of handling a crowd of like a hundred of active "individuals" (that is performing some sort of attack/defence moves - throwing stones/covering with shields) + thousands passive (moving behind the active crowd). Something like RIOT police v.s. protesters sim.
