Bug: Evil Eye 3rd slot?

I've gotten the evil eye to lvl 7 but only 2 slots are unlocked. Both the junker and the other one have 3 slots at lvl 7. Is that a bug?

From what the devs have said, Evil Eye is intended to only have two slots because of it's power level

Am I missing something, because burn is nowhere near as powerful as poison, and the bee has three slots

I also think Bee is by far the strongest, but because of the stun and discard synergies
But I think poison wasn't supposed to go through armor, I remember reading it in some older post

Yeah Bee is far stronger than eye. They should really just tweak the eye cards so you can have a bit more variety with 3 slots.
