"If you set sv_pure to 2, then the server will not even load the pure_server_whitelist.txt file. Instead, it will apply the from_steam attribute to all materials, models, and sounds. This can be useful for competitive matches where one team is hosting the game. The team who is not hosting the game can look in their console at round start and see which sv_pure mode the server is using. If the server is using sv_pure 2, then the non-hosting team can know that the players on the hosting team are not using custom content."
Remove all your mods then you'll be able to play on such servers. (verify game cache as well cause it seems your mods aint from workshop....)
Not to mention the server is just a public PVP match with 32 max people, I dont even think that it is competitive, is there any other way to join?
EDIT: Also, verified my mods a lot of times but nothing is broken
Btw, when a server is set this way it is obviously to block mods such as bright skins as these can be considered cheating...
I wish NWI would just make a disable and enable tick box or button so we can choose whether to enable them or not, like l4d2 type. It would clear this mess much easier.
They can modify pure_server_whitelist.txt to their liking. In mine I allow most mods but block character skins and that’s pretty much it.
