There's really no reason to disable BattlEye, and if anything it would make it harder to play multiplayer since it's enabled by default in all the official playlists (Tactical, Sustained, etc.)
I believe admins can opt-out of BattlEye by setting sv_battleye 0 on their server, but I have no idea why any admin would want to do that or if it's even possible without also setting sv_playlist to custom at the same time.
Either way, all around you'd only be making things more difficult by disabling it on your end since 99% of the servers are going to require it.
Under Win10 I found it here:

I have done this but now Insurgency is a mess. I was getting error messages that an executable was missing, so checked my files and this did not fix it initially.
I could not launch from the Steam menu as even if I opted to "Cancel" there would be a BattlEye pop-up window stating the game failed to launch.
Finally I went to the the Insurgency2 folder and clicked on the "insurgency.exe" executable and after a long freeze I had to END TASK via the the Task Manager. I then tried again and the game loaded this time. The Steam menu is still broken to launch the game.
I have to say this is an epic failure of a patch, maybe the worst I've seen in 20 years of gaming.
My primary interest in getting rid of BE was because it was blocking certain files of my anti-malware program (EMSISOFT AM) from being loaded. That is a show stopper for me. I was really enjoying this game too.
