Here's a list of differences between the 3DS and the ports:
*3DS
-Gaming on the go (this game was designed for handhelds and is great to play outside the house)
-Streetpass rewards for Raid Mode (You get instant rewards for every single player you play with in Raid Mode - after they become a monster that you have to beat. Also, this is FREE. On the console ports, you have to get an RE.net account and use points to BUY things you want and send them to your game or to a friend; which can be nice. But to me, it's a hassle)
-Save files (on the 3DS you get two separate slots that you can save on, which means you can have a 'master' save file and you can start all over again on the other for fun. And, you have the option of deleting both of them. On the port, you only have ONE save file that's constantly written over as you play. Once you beat the game, you have to keep a permanant save on a menu of optional save points or risk it getting overwritten when you play a new game - it's a mess)
-Nintendo Club points (If you're a member in the Nintendo Club, you can register a special code that comes with the 3DS version of Revelations and get points to buy exclusive merchandise)

*Ports (Xbox/PS3/WiiU/PC)
-Harder difficulty (Actually, it's the same as regular Hell mode, but given a new name and the weapon boxes were randomly positioned)
-Better cutscene graphics (It's nice to see the intricate facial expressions on the ports; and the details are blurred by the 3DS' blue overlay)
-RE.net (This was added for the ports since it's impossible to earn rewards that were normally achieved with Streetpass on the 3DS. This is so you can get guns and upgrades sent to you)
-More bonus costumes for Raid Mode and Campaign (after you beat the game once, you have the option to equip characters with any costume you want)
-Rachael and Hunk for Raid Mode (Rachael became a cult favorite among some fans and begged Capcom to add her to Raid Mode. Hunk was featured in one of the first teasers of Revelations and many thought that he was going to be in the game. For the ports, Hunk - and Lady Hunk - were added to Raid Mode as a joke)
-Hidden medals in Raid Mode (On the ports, there are star-shaped medals hidden throughout the stages in Raid Mode and if you shoot them, you'll get bonus points)
-Making friends/enemies in Raid Mode (you can now keep track of who you just played with and send them a friend invite and play with them later. If you encounter trolls or griefers, you can block them)
-It's a console port, so no need to worry about the battery life (Gone are the days of AAs)
-Easier to connect in Raid Mode (on the 3DS, there were a LOT of connection errors with certain people in certain states/continents. On the console ports, you're almost always guaranteed a connection and can play with anyone who is available. However, if you don't buy all the DLC for the game, there are some people you won't be able to play with because you don't have the same data)
-Easier communication in Raid Mode (On the ports, you can now use chat while playing with other people in Raid Mode. On the 3DS, you had to rely on the characters' in-game voice commands to try to direct each other)
-Trinity Bonus in Raid Mode (In Raid Mode, you have to meet a list of certain requirements in order to obtain this bonus - which is harder than the 3DS version)
-Trinity Griefers (Because of the Trinity bonus in the game, there are a lot of people who only play with people who help them get this achievement. And if they fail, they start the stage over again or kick the player out to find someone 'better')
-Cheaters (Because this is a console port, it's a lot easier for people to download cheats that allow them to unlock everything and run through Raid Mode with rocket launchers and infinite ammo, etc.)
-Ghost Ship difficulty (On the 3DS version, there are a few points in which you can end the game if it's too hard for you and you can still earn a rank and score. But on the console port, you have to go all the way to the end and fight the final bosses in an arena-style fight.
Also, the monsters are WAY harder than before on the 3DS)
-You can lower your skill level in Raid Mode (On the ports, you can lower your level so that the stages you previously beat are difficult once again - which earns you more rewards if you're at a lower level. But, also, this is one of the annoying things you have to do to get the Trinity bonus)
-Wallblisters (This is a newly introduced creature for the ports. They're not very hard to beat, but they're an instant-death monster and they're overwhelming when encountered)

So, in short, I recommend that you buy the 3DS - at least for the campaign - and buy the Steam/console port for Raid Mode.
