You also can't have pressed w within the last second or two, so don't walk up to an enemy just tapping w constantly expecting to dodge, you need to wait until the moment before an attack hits you to press it. It's actually a lot like RE6's counter system if you've played that, except you don't get an on screen button prompt for the dodge.
Just takes some practice, once get you get the basic idea it becomes much easier. I would suggest setting yourself to your max level and then going to one of the first Raid stages, they'll barely be able to hurt you if your level is high enough, then just keep enemies alive and practice dodging for awhile.
Globsters can't be dodged and you can't dodge most of a scagdead's attacks, only their insta kill can be dodged, but I think pretty much any other attack in the game can be dodged with some practice.
But it's tough so I suggest you just keep a distance and try to stun them from afar.
