you can use trainers/cheats whenever you want for this game, both campaign and multiplayer (called Raid more). you can even use them in multiplayer with other people. the thing is that despite what Store page says - there is no VAC-protection in this game (and in Resident Evil 6). developers didn't implement VAC properly, however integrated all needed DLLs into the game
game has the following multiplayer mode (called Raid mode) - you must complete the series of gauntlets, where you need to travel from point A to point B while killing enemies. foes have levels, drop experience points, money, weapons and parts for them, healing herbs, etc. you use obtained loot to upgrade your current setup to fight more challenging gauntlets. there is three difficulty levels, 20 stages each. it will take about 40-60 hours to complete that mode in fair play, way less with trainer of course. you can play it alone or together with friend. there is no PvP mode, only PvE
if you are planning to use residentevil.net site , then you should be aware that you may be banned from leaderboards and online events in case if developers detect you have been cheating (it is not a VAC-ban)
if you connect your Steam account to residentevil.net site , then game will upload your performance data, and will allow you to participate in online events (who killed more enemies, who dealt more damage, etc). game uploads your savedata (and only it)
as long as you using cheats as invulnerability or infinity ammo (that has no traces in a savedata) - you will be safe, just don't use, say, very hacked weapon (with impossible stats) - or else you account might be suspended (speedhacking/timing is okay)
you can get all achievements in this game (but a single one) in solo mode without any teammate at all. campaign is quite straightforward, can finish it in 5-6 hours
Raid mode is a grindfest that will take a lot of time, but pretty manageable in solo
the only achievement you need a second player for is a achievement where you both need to land a melee attack on the same enemy. that game has a loyal base, so I believe if you ask for a help in forum - someone will help you
and yeah, I understand you when you say about dumb achievement with dead multiplayer, like there is 10+ achievements for four multiplayer modes in Resident Evil 6, that noone plays (need to create a thread for it or ask in chat). that is terrible

both those guides work okay up to this day (goggle however flagged my trainer as a "suspicious" and blocked access to it, but you can download it from Nexus - link is available; and Goggle's tech-support is extremely obtuse...)
to trigger VAC-protection you need to play on secure servers, in other words there is must be official dedicated (most likely) servers with VAC-protection enabled
both RE6 and REREV1 have peer-to-peer connection without any centralized or VAC-protected servers on each you can play (with Steam as a matchmaker), furthermore it is impossible to get VAC ban on those games (developer-ban is still possible)
originally it was planned that Capcom would add more multiplayer features in RE6 with 24/7 centralized servers, and so they prepared all needed VAC-files, but for some reasons they scrapped that idea (maybe negative critics reactions hurt them?). it is not the only thing they pushed off, it was also originally planned that RE6 would have a fully working workshop (its traces are available here - https://steamcommunity.com/workshop/discussions/?appid=221040), but never implement it. probably they also tried to utilize VAC to ensure that people are not cheating when publishing their score on residentevil.net. but given that it extremely easy to manipulate savedata - any efforts to utilize VAC in that case are scrambled
REREV1 and RE6 were in development at the same time (RE6 was released on October 2012, REREV1 January 2012 with following re-release on PC on March 2013 and May 2013 respectively), so developers just blindly copy-pasted code and Store information for both titles
Capcom is known to be ugly with their Steam descriptions, for example Store information for Resident Evil 3: Remake says that there is a PvP mode (which is Resident Evil: Resistance), however the same Store page doesn't tell that there actually "in-app purchases" (aka lootboxes) in that title
speaking of which, isn't it odd that in such new, strictly multiplayer game, as Resident Evil: Resistance there is no VAC-protection, but in such old low-budget spinoff as REREV1 there is? there is no VAC-protection even in much more polished (but still low-budget) REREV2
and what do u mean by developer ban? is that game ban that shows on steam profile or u mean only in their website?
in short - there is a site residentevil.net ; you can sync your game with that site and participate in various online events. if you had cheated and developers have found that, then they will ban you from participating in any further online events

in is not a VAC-ban, noone will know that, you just will not be able to compete with other players in such events. you still can play multiplayer with your friends and just random people. it is accurate for Resident Evil 6, Resident Evil: Revelations and Resident Evil: Revelations 2, no other titles are affected

this game has pvp? since u said dont ruin it for other people
if you and your partner agree to cheat - then do it and have fun, if you play with some random person and he is against cheating, then call it a day. I played with various people (in Resident Evil 6 tho) and always ask what they think about if we spice up things a bit - some agree, other prefer vanilla, whatever. some people are not against if, just for fun, we make enemies 150% faster or 50% slower, or add 4x bots in singleplayer campaign, or edit weapons in some weird way, or make enemies attack only me while my partner must protect me, some people are okay for godmode or infinite ammo because they just want to S-rank all levels on all difficulties and don't care, some people are okay to skip annoying/obnoxious levels (messing with checkpoints), etc-etc-etc. cheating is good when all parties are okay with it - that's my point
