Step 1: Watch the Studio DEEN made japanese animation of Higurashi No Naku Koro ni (a horror anime, based on the mystery sound novel series by the same name)
English title: Higurash: When they cry.
Keep in mind you need to watch the japanese audio version, not the english translated one. Subs are fine.
Step 2: Watch the second season by the same studio, Japanese audio/voices, subs ok. (do not watch Gou/Sotsu for now)
Step 3: Play Hyperdimension Neptunia: Sisters VS Sisters with Japanese Audio enabled.

but anyway, I meant it in a way like 'to get it' and to achieve the understanding and skill for it.
Basically:
When you see something adorable/treasurable and feel it in your hands you may be overflown by a sensation called 'moé' and a strong desire to keep it.
So a cute rabbit for example, maybe too kawaii to leave alone. You pick it up and-- may want to hug it, cuddle it or take it home where you can treasure it with other things.
The phrase is uttered by a very specific character when she is overflown by the things she likes which popularized it into a meme, which nowadays people generally forgot about.
I basically see many meanings other than 'unlock in game' with the word 'get'. Also, it may be informative for those who don't get this weird achievement; which stands out due to its japanese name.
