if you are asking because you can't decide which to play and will only play one of them, go ahead and play 1. playing 2 without having played 1 means you won't be initiated with anything and the impact of character changes and other plot developments since the ending of 1 will not be as meaningful.
2 is still an excellent game, more advanced combat and other sophisticated additions, a true and easily recognized "top 10 of all time" among games for kick-ass jaw dropping locations and game world... it was such and overly ambitious project, though, that not everything was able to be completed at the level intended. they are surely blemishes on 2, but in ways so minor that you won't end up loving the game any less.
just to let you know where 2 falls short (without spoiling) are some locations, either themselves or within them, served as set pieces where the player's attention is called and gameplay then somewhat revolves. you can clearly see where the devs were wanting to go but just did not have the time, resources, or manpower to give those moments in the game the extra gravity they deserved. the "tiamte descent" and the later in the game "sky bridge" are the two areas walking around and mobility are brought to the same prominence as the combat (at least it felt like it should have been) but sadly you only get the outline and impression of something much much greater (and more epic) that "should have been" which circumstances just couldn't seem to permit.

note* the "tiamte descent", if ACE had big budget, bigger studio, and more people; probably would have featured zipline combat sequences and alternate ledge routes, not to mention plank bridge shenanigans to direct (or prevent) hoardes of tiamte from doing the stuff and getting to the places i wont mention for sake of being spoiler free.
you should start with 1 though to get into the hang of things, both gameplay and story-wise.
In terms of which is better, I can't really decide. They are both great.
Once again, that really depends. 1 has astounding atmosphere, and simply watching its cutscenes on youtube will not do it any justice.
2 is a great game, not as good as the first, but still good. However, it is longer than the first, and is good all the way through. But you will not be able to enjoy 2 as much because there's stuff outside of cutscenes (like the constant confrontations with your sister, Rimat) that advances the plot. Just play both, its not even that expensive to buy both.
Really, just buy both. You won't enjoy 2 as much if you have not played the first one.
Sorry, jumped to conclusions there. Anyway, it's not as good as 1 just because the source engine made everything feel just... more solid. The punches felt punchier, the environments felt crisper. The second game looks amazing and is tons of fun, but in order to accomodate for the larger environments they had to use the Unreal Engine, which (this is just my opinion, I'm not presenting this as hard fact) feels a lot floatier than the source engine in both animation and environments. Everything feels too soft. It's nowhere near enough to ruin the experience, but it does kind of put a slight dampening on it.
