In your Steam Library, select "List View" from the icons near the top-right of screen, or select "Games List" from the "View" menu.
The "Last Played" dates for all of your games are shown there.
The information shown next to the "Play" button on the "Detail View" screen includes the "Last Played" date only for games played less than a year ago, then it reverts to showing the "Game Purchased" date again.
But, there is a bug with Steam:
The very first time you install a game on Steam, it records that as your last played date.
When a game is re-installed, it will temporarily display last played "today" within the Steam client, without actually uploading the date to the server.
Restart Steam, and it will correctly display the previous last played date again.
So if you need to re-install The Stanley Parable prior to attempting the "Go outside" achievement, you must then exit and restart Steam before playing.
Another issue that may prevent the achievement from unlocking is if you had turned achievements OFF from within the options of the game.
