I remember in my last playthrough I was having problems with that damn cable, even though it seemed plugged in at both ends it really wasn't, trying to fix it just sent the cable into spasm like you said. Never had this issue before and I have played the game countless times.
Can't quite remember how i fixed it but I was able to fix it somehow. I think it involved loading the latest save (right where you enter the room with the mining machine) and fiddling around with the cable.
Out of curiosity are you seeing a light pop up on the console when you plug it in?
If you want you can send me your save file and I can see if I can figure it out.
I did also did try loading from a previous save point that was before I even got the gas and keys.
I can't take the cable back out of the power box. Its stuck there; wont budge. But when I take it out of the control panel, thats the end that goes haywire. Rather not share files, tho thanks anyway.

1) Look for your affected save file under Documents/Penumbra Overture/Episode1/save
2) Backup your save file (make a copy onto another location)
3) Edit your save file with notepad or any other text editor
4) Look for section <class_ptr type="cSavedWorld" name=""> with <var type="4" name="msName" val="level01_10_small_shaft" />
5) Within that section find this block:
<class type="cScriptVar" name="">
<var type="4" name="msName" val="control" />
<var type="2" name="mlVal" val="0" />
</class>
6) Replace val 0 with 1 so the block looks like this:
<class type="cScriptVar" name="">
<var type="4" name="msName" val="control" />
<var type="2" name="mlVal" val="1" />
</class>
7) Save the file
8) Run the game
9) Thank me later :P
Thank you so much for this. I was going to drop the game for this bug until I saw your comment.
Really, thanks a lot.
Happy to hear! No problemo!
