I don't like Clairen either, but its not on the same level of hatred that I have for Fleet. My biggest issue, is that Clairen and Fleet are both played SO much, that I see either one of them more than 50% of the time.
Fleet dominates in range and is very unique in her kit compared to the other characters. That being said, because she's different her moves lack the coverage others have. A lot of her strong attacks are much more precise. While they have unmatched distance, they also lack width and speed. Unless it's point blank Fleet can miss easily and the arrow can be juked around. An example would be that a lot of the cast has a nice arc or hit both sides of them on their Up Strong or Down Strong, while Fleet can only hit directly up (but WAY up) or in front of her respectfully.
Also this might be just me, but I think her attacks are every-so slightly slower than a lot of the cast. Her attacks can have a lot of tells and some have decent recovery to make up for the distance advantage. Her bomb arrow (Neutral Special) has a nice 3 count that both of you can hear. A good Fleet will try to mix you up somehow to ruin your timing, but the attack usually gives ample time to block/dodge/parry/attack.
Her Side Special (Tornado Arrow) can be aimed at different angles, but her Strong attacks (regular arrows) cannot. The Tornado Arrow has more startup than her Strong attack, so if they're being predictable with it, it's easy to interrupt. Both the arrow and tornado are weak projectiles so they can be hit away. Also hitting Fleet at any time during this move will cause the tornado to disappear. With her Tornado Arrow, like her Bomb Arrow has a nice tell that the Fleet will try to mix you up with, but can be blocked/dodged/parried/attacked. Blocking is easiest but beware of being grabbed during it. One final note about Tornado Arrow is that is goes through walls. So beware if they angle it downwards near the ledge because even though the arrow doesn't go through, the tornado will.
I think the last thing that's most apparent is I feel she's decent/good on-stage, but AMAZING once you're off-stage. She can KO you from top stage with her Up Strongs, so I highly recommend to mix-up and try to DI safely away from the stage. She cannot shoot an arrow upwards unless she's grounded herself. The only arrows she can shoot while in the air are her Side Special, which goes horizontally but can be angled upwards/downwards a bit, and her Down Strong which shoots an arrow downward (and can spike). The big exception to this is Clairen who is probably the biggest hard counter in the game and her... counter. It basically nullifies a decent amount of Fleet's kit, with minor exceptions like her Down Strong and all of her throws except back throw's arrows.
TL;DR - Fleet has long-ranged attacks that are more precise, slower startup, and usually have tells to counter them. Her biggest strength is you being off-stage unless you're Clairen.

I also feel that Zetterburn's stupidly strong grabs are really frustrating, but maybe I'm just not DI'ing it properly. Had managed to make a grab spammer zetterburn finally play out a fight only for him to end up grabbing me anyways and confirming a KO. Yeah nah man.
I still love the game, but there's really some things that need to be changed.
