How often can we expect balance patches for RoA2?
How often did Rivals of Aether 1 receive balance patches?; I'm sure they will balance RoA2 with the same kind of consistency.

Was it once a month?; Once ever few months?; Twice a year?; Once a year?

The first balance patch will be December 3rd. I doubt major balance patches will be more often than twice a year. Minor balance patches will arise as needed and you can't really predict when some bonkers tech for a character can appear.

Did they balance the roster a bit when a new character gets released in ROA1?; In addition to the bi-yearly balance patch?

I haven't played rivals 1 but in general fighting game don't receive balance patches often. SF6 receives 1 major balance patch a year. Often balance patches lead to people complaining about balance too much instead of learning how to counter other characters, because they know that characters would be changed soon anyway. Mortal Kombat 11 I think had this issue, though i only heard of it and not seen it myself.

I think Dan Fornace mentioned on his twitter it'll be monthly balance patches (though it will probably slow down as time goes on)

They did as needed yes. There were instances where they completely changed a character's move (Elliana had a propeller up air initially) and at least one case where there was a big rework for the character to be more fun to play as/against (Sylvanos). I don't remember many instances of characters coming out with anything too dumb, but when it happened, I feel like action was taken quickly (Hodan charged up special was insane when he released, but they nerfed quickly).

For SF6 that was only Year 1. A lot of feedback was that it was way too long to receive changes to the cast so they're doing them a bit more frequently throughout the year now. It's generally good to have a nice easy flow of balance patches.

Having less patches allows player to adapt, learn, and develop a proper meta at the risk of it becoming stale and boring as time goes on. On the other hand if you patch too frequently, there becomes no point in learning a character or even playing the game since things are going to be changed constantly anyways.

MK (still?) does have this issue and players got frustrated because of constant buffs and nerfs. There seemed no point in learning a character when changes were constantly happening.

Balance patches and emergency hotfixes are just a nice way to shake things up and keep things fresh. Just make sure it's not too infrequent nor constant.
