Did they balance the roster a bit when a new character gets released in ROA1?; In addition to the bi-yearly balance patch?
For SF6 that was only Year 1. A lot of feedback was that it was way too long to receive changes to the cast so they're doing them a bit more frequently throughout the year now. It's generally good to have a nice easy flow of balance patches.
Having less patches allows player to adapt, learn, and develop a proper meta at the risk of it becoming stale and boring as time goes on. On the other hand if you patch too frequently, there becomes no point in learning a character or even playing the game since things are going to be changed constantly anyways.
MK (still?) does have this issue and players got frustrated because of constant buffs and nerfs. There seemed no point in learning a character when changes were constantly happening.
Balance patches and emergency hotfixes are just a nice way to shake things up and keep things fresh. Just make sure it's not too infrequent nor constant.
