The Steam Terms of Service do not allow any form of circumventing purchase restrictions. If you do so anyway, Valve reserves the right to modify your account according to the ToS.
Additionally, lending out accounts is also a breach of the service agreement on your side.

I guess keep us posted on what happens to you the day it releases. Might still have access to the single player content since it's already activated...but it most likely won't be able to play Legends (online co-op) if it's under a banned PSN region.
If you'll buy a key from a region that's not restricted you will be able to activate it on your account, and since the game needs sony bs account only for multiplayer you will be able to play singleplayer without any issues
