Works fine here, Ubuntu 23.04.
Quotation marks work just fine.
Which keyboard layout are you using? I personally use the standard german keyboard.
Note that you also get a bunch of extra symbols when using AltGR + key. That way, I also get my german „quotation marks“.
Though I personally am unaffected since English doesn't have accent marks over letters and German's Ä, Ö, Ü and ẞ are seperate letters, rather than accents.
But all the letters you have to "combine". Basically hitting the accent key, then hitting a letter to display the accent above the letter, yeah, something seems broken.
And english should also work, since the ' is its own character. On my german keyboard, it's bound to shift and the # symbol.
Weird. But Steam's input in general is a bit screwed in general. People have been requesting fcitx support for years to properly write chinese, japanese or any script which isn't latin.
This is especially painful for chinese, you might get away with changing your keyboard layout to russian for example in your DE's settings. But you pretty much rely on fcitx to write chinese.
