I looked up the word pause inside all results, and all but one entry are using it to refer to other issues (game's pause menu freezing, game pauses - a.k.a. lags/freezes - when it shouldn't)
I did find a single report of the exact same behaviour in the middle of a Metal Gear Solid V issue thread:

And then someone commented asking if this behaviour isn't specific to some games and coherent to overlay behaviour on windows (and if so, arguably a bug/feature in the game, not on Proton)

You should report it under the Mordhau issue thread (Valve asks that users keep a single issue per game) and link the Metal Gear report in it. Here is the currently open Mordhau issue thread:
