Hell, PC Gaming wiki often has a guide to get tons of older games running on modern hardware. It's my first stop the moment I run into issues.
dont even bother with the HD texture mods, theres only one and its horribly optimized. 32GB and takes 10min just to load main menu, then another 10 to load the level. That tweaker will set everything up for you with a couple check boxes , manual enter in your resolution and you are good to go!

Alternatively, go to your Quake 4 "properties" and go to installed files, then click on the browse button which should take you to the Quake 4 folder where you can click on the q4base folder.
Now that you've found your "Quake4Config" file, edit it and replace everything with this:
