Should I finish Norway before going to England
Still early in the game. Only about 6 hours. Or am I coming back here.

No. You can't finish all quests there from the beginning.

99% of quests are in England (and some on various dlcs). I would not go to Norway until you need to go there after opening the hunting building and fishing buildings in your settlement as they require you to fish and hunt there.

yes and no.

Do ALL the side stuff you can in the 1st zone. event quests, Loot, Ingots, etc.

leave the second one (where you had the clans meeting and steath lessons) alone, its meant do be done MUCH later in the game and has way higher lvl foes.

use the ingots to upgrade your Raven Clan Armor.

Sail to England and do main quests to establish your new home.
