Coded door in the parking garage

I found a door locked with a keypad in the parking garage level, and a 6-digit code on a piece of paper elsewhere in the level, but using that code on the door only gives me a "DENIED" message. Am I missing something?

There is multiple coded doors across the levels which give codes for other levels. Each code has a hint to the level the code is for.
