Else, when using any IP not directly assigned to your PC (router, VPN, etc), you'll need to use port forwarding.
There's also hotseat (2 players on the same PC). The downside is that both players can see what the other is doing. It's still fun though. Have played ton of games in hotseat back in the day.
IPX has been deprecated for donkey's years now and no modern OS will be running an IPX stack so this won't work OOTB. Unless you're running SMAC on a win95 VM don't even bother with it.
OP, the bad news is that TCP/IP is unlikely to work OOTB either, because it relies on DirectPlay, which is again, you might've guessed it, a deprecated protocol. That said, it's straightforward enough to enable on modern Windows versions if you're ok with googling for the how-to.
But, it may be easier to just use this IPX wrapper, which supports a bunch of games, including Alpha Centauri:
