The Steam version does launch, but it does minimise to desktop during the intro video. Skipping that might make startup easier.
I haven't tried any mods, however.
During the intro video(s) it changes the resolution so that my 2nd monitor goes a bit haywire, but it normalizes when the intro is over and I get the game menu, and into the game.
I haven't played it much yet (fell asleep as soon as I launched it on my laptop in bed last night
I've been a fan of the Civ games since the first one, but never got this one back in the days
but recommended mods (no.1 and no.2 as per suggestions here https://steamcommunity.com/sharedfiles/filedetails/?id=3174853233) did fix zoom in/out with mouse wheel and game is now fully playable just looks a bit ugly. May be will need to try GLSMACK update too.
Feeling rather frustrated at this point, especially since the Steam installation on husband's computer appears to have fixed the resolution issues with the GOG version. Hope Steam patches/updates/suggests a fix that'll actually work on my Win 11 computer -- and soon!
Edit: no, doesn't work, I can't progress past the menu
