Also, I found a little program called MouseX. With it I configured my mouse wheel to zoom the map in and out.
How do I install this? There's no executable file. Just drag and drop?
There is a .exe on github. Look on there right side of the page for a "release" area and you can download the exe file. If you download the code on the page that opens up from the link you'll just download the files/code.
Though when I do it my game crashes on launch (well just exits out after Firaxis logo). Everyone else seems to have it work fine though.
On the right side there's a Releases link:

There you find the EXE in the Assets section
Yup. You only need that file.
I had hoped that the Steam release would have already been patched. Also, the Steam release on my husband's computers displays the intro movie full-screen, while the patched GOG release on my computer shows all movies at reduced size in the center of the monitor screen -- and if patching the Steam release doesn't allow those movies to display full-screen, what would be the benefit of running the Steam release of SMAC/SMACX instead of the GOG release?
The scaling issue can be fixed by going to the exe, right clicking it, going to properties, then the compatibility mode, and setting scaling to be done by the application.
If you already have the GOG version then you should have DIrectShow installed; if you have not played SMAC/SMAX on that machine, DirectShow not being installed is the most likely cause of crashing. It can be added from Windows Add/Remove Components.
