Im assuming its the steam version, so "verify the integrity of the game cache" first aswell.. Right click on it in your library, its under local files.
last but not least, sometimes a reboot sorts things out...
But make sure you go to the 'steam/steamapps/common' folder, and delete the kerbal space program folder first. To delete any leftover files that didnt get deleted when uninstalled.
Other than that, go to steam support if that doesnt work. Im out of ideas...
Btw, several antivirus programs have issues with this game. As they do many a game. That could be the problem, if you are running one. If you are, I recommend turn it off when downloading and installing games, and when playing games. Even if its not the problem here.
If it wont let him download, then the transaction maybe didnt go through. He should check his bank, and see if the money is gone, or a charge on his credit. But, there would be nothing in his library if it didnt go through. --- > If it is in his library, then he should be able to download it. If it wont download, it because it needs to be uninstalled properly, first. (im still going on what he said, about trying to install it) It may have only made regsitry entries, than was cut off for some reason, borking the registry. So now steam thinks its installed.
When you buy a game on steam, it asks you if you want to install it, then tries to download it. Just clicking install, puts it in your registry as installed probably. Even if it downloads nothing.
Steam will not download, unless the game is uninstalled, and the registry is correct.
edit: the program "cccleaner", from piriform, is an excellent registry fixer and clean-up program. People having PC problems should give this a go, its fixed countless registry issues for me, and gets rid of left over files. And opens up gigs of space by cleaning out the temp folders, cookies, crap.. Everything that chokes your PC----> gone. Its well known, and lots of people have used it for years, without a problem. Including me. Its also free, unless you want the deluxe version.
There's a gap between downloading and installing and if he has a problem with the first then he should check his PC/ISP/Steam and if he has the problem with the latter then he should check his PC/Steam.
If I remember correctly Steam makes registry entries at the last step when you press the play button. That's when installscript.vdf file runs. So it can't brake registry if he can't even press play because the entries don't get created.
Im willing to bet a registry fixer will solve this no problem. If he was having ISP problems, it would manifest itself elsewhere in his online activities. Like connecting to steam, etc.
And when you click install, it most certainly starts writing to the registry, it has too just to set aside space for it.
◾Go to C:\Program Files\Steam (or the Steam directory that was specified during installation).
◾Locate ClientRegistry.blob and rename this file to ClientRegistryOld.blob.
◾Restart Steam to allow the file to be recreated.
◾Test the issue once more.
This fix i find sorts out 99.99% of my install issues with steam..
