I usually just build things like this, like a poster above mentioned, with one connection and the other 'appearing' to be connected. This can make launches and flying a nightmare. You can however use struts to make all kinds of double connected structures, but it doesn't look so good.
I'm not sure if it's possible to do it in VAB (I only use one clamp at a time) but it is possible to clamp to them both at the same time while docking. Although as the above video shows it's really fiddly and I dare to say that it's nigh impossible in OP's design.
i would double check your alignments in vab/sph perhaps put this contraption together on the ground see if it all fits. course the final ports wont connect, but if they are close enough to each other then physics in-game will bridge that gap and bring them together. again docking 2 seperate directions at the same time is gonna be rediculously hard.
if it does then it should be only a matter of getting absolute precision on the aligning. again just cause the ports are seperated doesnt mean much, the rest of that ring is still one ship when your docking to it.
P.S. very cool design btw. im actually working out details for a halo ring myself :D
