Other than that there is an issue with using mods and the launcher.
There is a "proper" way to play with mods and the launcher but you need a mod for that that basically adds a launcher fake or something? I don't mod so I didn't get into the specifics of it but I did put it in my guide on how to bypass the launcher.
Not sure but I think modding and the launcher don't mix well? I put the forum discussion parts in the guide where the poster added links for further detail on the main website.

Again not sure if that is exactly what you may be dealing with.
First I would try a new mouse..
then I would probably start a new game and check.
then start a new unmodded game and check
Will the mouse work if you start the game from the file executable directly bypassing steam?
Did you set up anything with the mouseware since you played last?
Any new overlay programs that might be stealing the mouse input?
OH WAIT do you use multiple monitors by chance?
capslock?
scrolllock?
do your arrow keys still move the camera?
did you confirm it works in other apps?
Maybe mods but you can check that too.
Maybe just unplug and replug in the mouse thing while in game? Pulling at straws here but you know unplugging and replugging can do miracles. ha ha
Other than that I would suggest a clean install.
Uninstall will not remove corrupted files or files it does not recognize.
Manually move the file away from steam and have steam create a new install and test that.
Not sure what to suggest after that.
