Is there a mod that allows you to drain fuel tanks evenly in a plane?
Basically, I'm having issues with changing center of gravity on a plane because the front tanks deplete prior to the back ones depleting. Is there a mod that makes tanks empty at the same rate? Or automatically transfers fuel from tank to tank to make them even?

Pipelines are your answer for number 2.

I think there is a fuel balancer mod, though.

If you have the same engines with the sae amount of fuel they should burn at the same rate.

It's called TAC Fuel Balancer, I believe.

Bomoo is right. TAC Fuel Balancer. Very handy for keeping planes balanced. I don't use it for anything else because fuel lines work for any other situation. Just be sure to push the buttons for both liquid fuel AND oxidizer, then 'Balance All' under both categories in the list that it brings up. Also, if it's an SSTO and you have more than 1 RCS fuel tank, be sure to add that one as well.

TAC fuel balancer is the one to use

TACs fuel balancer is almost a must-have for the more creative of spaceplanes.
i always have it at the ready (it's no longer an actual part, so that helps), although i dont often use it.
aside from the fuel balancing, i also let it balance the intakeair, which helps to prevent/fix flat spins, and i use it as a way to more quickly fill up my refueling stations (select the stations tank: "fill" and it takes all other smaller tanks, reduces the clickcount)
