Alt+12 opens a console of sorts...there is cheats tab. One of the options is 'allow part clipping in editor'.....this will allow you to place parts somewhat regardless of their colliders.
There is a mod called EditorTools that allow same function with a hotkey as well.

Part clipping is on by default. Press two, click the object you want to translate, and drag the arrows.

Click 1 to go back into place mode.

There's also a toolbar on the screen that allows you to change building modes, if you haven't noticed already.

I part clip but nothing like this, I consider making 3 fuel tanks take the space of one cheating.

I only clip things that could logically be built that way.

Who cares? Seriously, it's a single player sandbox, there is no such thing as cheating. If anyone wants to self impose rules on themselves that's fine, but others may seek enjoyment from maximizing their creativity by exploiting any advantage that KSP allows.
