I launched three survey satellites yesterday, one each for Kerban, the Mun, and Mimnus, and all three are working fine.

I didn't have much of a problem getting them into a polar orbit. My biggest issue was making sure they have enough batteries. You can see I have 6 of them stacked up, both for power, and to get my scanner and antenna far enough away from my solar panels to deploy properly. The scanner is a major power hog, I wouldn't put one into orbit without at least 1200 or more battery power, and at least two of the big solar panels to keep them charged.
That is so frustrating. That looks exactly like what I did. My apoapsis and periapsis are both within the range required.
I even attempted a second one just over Kerbin. Same result. Got into a polar orbit within the required range, and it still gave me the same error.
