As you can see, it failed. When I was testing this science wagon, some thud engines didn't light up, and I saw the "cannot activate whilst stowed". So I opened the hatches:

Success! Seems like anything within proximity of service bay's don't function unless they're open. If you're not using bays, then I'm cluless
