(sorry just spotted decouplers in VAB shot, down low)
VAB shot shows short/stunted fuel lines to the bottom adapter above the engine, check your fuel lines...

check your fuel tanks and see which tanks the engines are drawing from. (upper right, ship info panel [looks like a gas tank with a flame] right click on the fuel and lox there and it should bring up fuel/lox diaplays for all tanks)
In the VAB right click the fuel tanks and see if they are all FULL up on both fuel AND LOX.
Another trick is to detach everything below the capsule in the VAB, put it down, pick it up again and re-attach, EXAMINE SHIP AND STAGING!.
sometimes fuel lines and struts get attached weird when going to launch pad, detaching and re-attaching in VAB should let you see what will happen to those when putting rocket on launch pad.
