Once in there you can find your Kerbal, for example:

This section of the code you will find a section that contains all the experience your kerbal has.
If you want him to be max level i suppose it would be to add a bunch of these lines for all sorts of different locations or planets until he has enough experience to be max level.
For example you could add:
For him to gain the experience he would get from planting a flag on Minmus. Presumably this would work for all the other landable bodies in the Kerbal solar system.
As far as I can tell, the number to the left of the "=" sign means the number of the flight on which the specified experience was gained. You may need to create some fake flight numbers?
I will restate that I haven't actually ever tried this, but I think this is the direction you should be heading in.
Make sure to backup your save before you change anything!!!! Good luck!
Just to remind, you will not be able to set a class by yourself, the game calculates it out of the name itself you give your Kerbal.
Was not aware of the random class, might have to see what it makes me...
