I'm currently in an orbit at 240k above the mun and I'm trying to do a mission for a high orbit scan, and its STILL not completing the mission. So either the mission is corrupt or WIKI has jacked up information.
1) Do you trust WIKI with everything you do? Hope not, lots of incorrect info there
2) Game is still not "completed" so defn' of orbits could change
3) Game has bugs, maybe the mission is bugged
Therefore, stop being a D*CK and just answer the question. Or keep your mouth shut and let the adults talk.
Some missions are simply bugged and imposible to complete -- you may have run into one of them. This is much more likely than the wiki being incorrect about such a basic fact (one that has no reason to change)

The keys are the "Border" and "Limit" columns.
Atmosphere Border: The altitude bordering Low and High atmosphere
Atmosphere Limit: The altitude bordering High atmosphere and Low space
