How to make a underwater base?
I was thinking of making an underwater base on kerbin so...
how do you make one?

Since most parts have high buoyancy, You can't really do it. HOWEVER, If you put rockets facing down, and use a grabber unit on the ocean floor, you could make one. You could also use a base mod to make it really aesthetically fitting.

It's just like creating a regular base but you need to make it heavy.
Slap some ore containers filled with ore on your base and it should sink with enough ore.

KSP isn't really meant for submarine vessels so I'm not really sure what you plan to accomplish with an underwater base on Kerbin.
It's cool though.

Or maybe he could launch rockets underwater?

He would have to get the rockets to his underwater base first.

Or he could simply pack a few missiles with parts of the station/base.
