What version of the game are you running?
Are you running any mods?
I don't use the stock stuff personally. But the latest build of the game that brought construction changed a lot of the parts ... not sure if that is the issue but at a guess.
You can try to use the beta tab and load an earlier version of the game and see if they work there. I would suggest 1.10 as that was pretty stable.
Old machine running 1.12.3 as well? Should be in lower right of start menu.

With game closed right click game name for Properties

It will find bad ones but just see if it solves your problem. Construction will make parts fail but they are ok... don't worry about number of failed files.
Other than that I would try a clean install.
Uninstall game
Manually go to the folder and delete the whole Kerbal Space Program folder
Reinstall "clean" version of game. Test before adding in any mods or saves.
I assume you just moved the folder or had steam move things rather than an install to begin with?
It should have been "clean" if it had never been there.
That should work, ... hopefully.
If not then maybe copy paste the whole folder from the other computer??? Shouldn't need to though... that seems more like the problem than the solution ha ha.
That's because of Steam cloud.
If career, did you enable stock craft loading?
