Flipping pieces
So is it normal for me to have to place a piece on the ship before i rotate it. i remember being able to rotate pieces before placing them i think

WSAD Q and E will rotate the pieces while you hold them.

...and using SHIFT in combination will rotate in smaller increments (5 degrees).

Don't. There are many things in KSP that are never fully explained, particularly with some of the more esoteric controls.

Well...if you don't mind using mods, Editor Extensions is among my favourites. You can specify rotational snaps and cycle them. Default is free, 1, 5, 15, 22.5, 30, 45, 60 and 90 degrees. You can enable surface attach for parts that don't have it enabled...

Honestly, there's many things it does that can really come in handy. Some of its functionality got absorbed in to the base game but I cannot count the number of times over the years I've created a new install with a new release of the game, gone to do something and then realised I need the mod.
