Edit: Make sure you move your saved game files before deleting the entire folder. You can move them back afterward.
Have Steam uninstall KSP.
Then go in where KSP was and manually empty out the folder.
Steam will only touch what it put in (and your saved games).
Any mods will have to be manually removed.
The cloud should only back up your saved games and ships.
Here's the latest version (called Hubble): https://github.com/KSP-CKAN/CKAN/releases/tag/v1.30.4
And here's the KSP Forum thread: https://forum.kerbalspaceprogram.com/index.php?/topic/197082-ckan-the-comprehensive-kerbal-archive-network-v1304-hubble/
That'd be good advice, except you can't actually get KSP mods on Steam. : P

I mean, I never bothered with the workshop for KSP anyways...it's almost only designs and some missions. The "real" mods aren't on steam.
Just for craft sharing, there are no mods on it.
Yes though, using CKAN is the correct answer, that or installing manually.
CKAN makes all of that way easier and as a bonus: you don't have to have steam running for being able to play KSP (that explains my low hours played on steam)
