Report a translation problem
1) You're using caps lock.
2) You don't have any fuel for the liquid rockets.
3) You didn't enable the rocket.
4) The throttle is turned off.
These are not mutually exclusive. I advise that you check and try to fix all of them.
Liquid fuel engines come in two forms. The typical use for use in space requires a mix of Liquid Oxygen and Liquid Fuel. These don't come with the engine, but are contained in separate tanks you have to attach. Right click on the tank and use the button to see how fuel flows to see if it gets to your engine. Certain technologies are required to make fuel flow sideways and decouplers by default prohibit passing fuel through so if you need fuel to get through, change their setting.
There is one engine for use in space that only uses Liquid fuel, and it's basically a nuclear engine. There is also an ion engine that burns using electrical power and a special fuel but it's so weak you would only use it on small probes. The Nuc engine is also pretty weak and not good for leaving Kerbin but with enough of them you can take off from the Mun so it makes it a very efficient option when you have refueling capabilities. I only use them for ships I plan to reuse over and over or when I can bring the engine back with me to the KSC because they are rather expensive.
Lastly, there are Liquid fuel engines that require breathable atmosphere. This is common with planes and lower elevation stages for SSTOs. They are much more efficient but quickly lose thrust as you reach higher altitudes where the oxygen supply becomes thinner.
Before you launch, make sure your thrust level is all the way up. Hold left shift by default, to raise it and Ctrl to lower it. X drops it to zero right away and Z raises it to max. The engine fires in the stage you put it in, so just like space triggers the first stage, when you are ready to fire the next stage, hit space again. It is often a good idea to put the engine in the same stage as the decoupler below it so they separate and fire engines at the same time. You can move items around in the staging during construction and while sitting on the launch pad.
