Scroll Wheel not working in VAB or in flight

One morning I loaded up KSP and then I realized while building an ssto that the scroll wheel wasn't working. I tried restarting, removing my mods, uninstalling and reinstalling the game and even tried using another mouse. Nothing worked. While I tried solving the problem I realized that you can bind mouse inputs which is nonsense. I know of he work around of using + and -, but I can't stand using those especially with how slow they are. Is there a fix for this, if there is please let me know.

IDK just guessing here ... when you did a reinstall did you make sure you deleted your whole KSP folder manually before you reinstalled? Some mods leave left over bits that may be corrupted or something.

Is your scroll wheel working normally in other applications? Is your mouse, itself, programmable? Maybe you have a profile set that alters the scroll wheel behavior for KSP?

Same problem here. I am running on windows 10 and the mouse wheel works with other applications. The only suspicious mods are BdArmory, Vessel Mover and HyperEdit.

There is a bug that sets the scroll wheel sensitivity to zero. if this happens validate install in steam (settings->Local Files->Verify Inetegrity of Game Files) then open the game open the main menu settings go to controllers then set mouse sensetivity to something other than 0 (I usually do 1).
