What control pod are you using?
Assuming it's a command pod, and not a probe core (which has no space for Jebs fat ass).
- A probe core;
- A command pod or cockpit with a Kerbal inside it?
If no, then you have no means of controlling the vessel. Attach a probe core or command pod/cockpit with a Kerbal inside it and you'll have control. You'll probably notice that the little probe icon in the top left of the screen is red, meaning no control.
Also check that your probe core is switched on (i.e. not in hibernate mode) and has power or it won't work at all. SAS only works if you have a probe core equipped with SAS (every probe core except the Stayputnik has it), or a Kerbal pilot in a command pod/cockpit; scientists and engineers can't do SAS and a pilot in a passenger cabin is no use either.
