It's not denying you because you don't have permission.
Some other program is using your folder and won't let you delete it and booting in safe mode prevents that program from using that folder.
edit:I'm not a computer mechanic. and I assume you have a windows 10 to do this.

Edit: in response to below: steam isn't letting me post anymore, but i can still edit. Not the steam files, the ksp files. Like you have steam but never had kerbal space.
edit: don't try all this in safe mode, from my experience safe mode just stops you from doing anything. exit safe mode to do this.
You may be the administrator but you still don't have ownership of those files. Windows does. This is a common issue with Windows 10.
You need to change the ownership/permissions of that entire folder so you can modify it.
I'd tell you how to do so, but it would take a dozen posts to go through the whole bit, just google it, that's how I learned. It's not difficult to follow the instructions if you have a modicum of computer skill, just convoluted.
-OR- You could just re-install KSP to a new folder that you've created somewhere Windows doesn't have ownership. Like right at the C:/ root is a good spot. Just open Windows Explorer, click on OS(C:) and create a new folder there.
