On scene you have to be EVA and close enough to the container for it to appear.
You can pin it in place to make it easier to grab stuff.

Click on item in container to pick it up and hover over your kerbal. The kerbals menus should pop up and place the item in the kerbal's open slot.

Move kerbal to location you want to place it and click on the icon for drop in the kerbal menu slot lower right corner, that will allow you to drop it on site and set it up.

Use a Scientist to place experiments and an engineer to place the power unit. The other parts don't matter who places them.

Make sure to interact with them once placed so they bring up a menu and show they are connected.

The cargo experiments need to go in a SEQ-3 or SEQ-9 storage module,

They are for using on the surface of planets rather than parts.
