Stop all background programs you can.
Drop ANY eye candy mods (EVE, Scatterer, Planet Shine)
Drop any hi-poly count part mods (It's NOT only the part count that slows down the system, it's those highly detailed parts that trash the FPS)
In main menu settings drop the max number of debris to about 32 or so.
CLEAN the laptop (If you know how [YouTube] open it up and clean the fans/heat sinks)
Add external cooling for the laptop.
Try increasing the maximum amount of time between frames to maximum to reduce your processor usage.
This is also in the main menu settings.
You should try to limit yourself to the lowest part count ships you can manage too.
Try improvising a cooling system for your laptop too.
Sometimes just lifting the base off the table is enough let cool air under all the hot hardware components.
If it gets really bad, turn on a fan blowing cold air at your laptop.
You sure it's a graphics issue? Sounds more like a CPU thing to me.
You want your GPU to be at 99%-100%, that's a good thing.
You should keep and eye on the the peak CPU stress. That's the one you don't want to get to the max.
Could also be a RAM issue 'cause it doesn't sound like the CPU is throttling the GPU.
