A few things to try, are you running with the Ultra shader level selected? Have you tried lowering aero FX detail?
Also I'm curious whether FPS improves sharply as soon as you go above 10km altitude.
What i mean is that you should try to get the target FPS to be as close to or equal to the refresh rate.
I had the fps limit at max (about 120fps, refresh rate was 60), and it was choppy, that issue was fixed by setting the fps limit to 60.
Edit: alfer a quick google and comparing my Nvidia Gt 1030 vs your Asus rog strix rx 570, i found that your graphics card is significantly better, and my pc can handle pretty much max. graphics settings, and still be fine. (though i prefer just below max settings).... so idk the issue.... so i have no idea what is going on..... can you give us the fps when you are on other planets and moons? (try laythe, its similar... but idk)

I would also take a look at the log file. If something is spamming NRE's it can significantly impact performance.
edit:I checked the log file im not using any integrated gpu and nothing is spamming my log file. I'll try lowering graphics
If we take the main mods, Environmental Visual Enhancement and Scatterer, I find having either one installed is fine and only get issues when both are installed while flying in atmosphere. Things you can do to gain some performance:
1) Disable volumetric clouds.
2) Reduce the water shader settings or just disable the water shader entirely.
Also, if you use any visual overhauls that include Kopernicus, you may benefit from disabling the collision mesh on terrain scatter if they have enabled it. It might also be worth investigating their configs more thoroughly. I always loved KSPRC but in certain areas it would absolutely kill my performance. Eventually I found out why, under water it was generating thousands upon thousands of plants. Once I tweaked the spawn values a bit the biggest problems went away.
On the reflection setting, not sure what you have it set to but I did a bit of a test not so long ago and settled on 256 for general use. It's also worth noting that the size of the part doing the reflecting has a huge impact on how the resolution impacts the fidelity.

These are all quite old though, before Squad introduced their reflective shader and as a result their own reflection probe but this still applies...I think...I haven't done a specific test to check but from what I understand of how these tricks work, I don't see it being any different. Additionally, stock doesn't make anything big super reflective. The most reflective part is the rovemate probe core.
You can add and remove both E.V.E and Scatterer with no ill effect to your save so the best thing to do is just test what works best for you.
