Most mods come in a Gamedata folder, you don't want a Gamedata folder inside a Gamedata folder.
Ie.
KSP>Gamedata>Mod folder
NOT
KSP>Gamedata>Gamedata>Mod folder
KSP > GameData > EnvironmentalVisualEnhancements
Oh, EVE.
You do know that's just a base mod that enables extra visual stuff?
You need an actual config for it to make it do anything. Which will be it's own seperate mod.
Anyways here's the default configs the mod creator stopped including in the DL awhile back, should still work. Just download the config, and throw the "BoulderCo" folder in there with it.

So it's working now or no?
Glad to hear you sorted it out, you can download other configs the same way and replace the BoulderCo with them if you like.
There are quite a few out there, personally I use:

(Ignore the 1.4 tag, it works fine in 1.6)
