Can you tell me what condition are? and there is anyway to configure the kerbal's parachute?
I have to stress that i am not talking about the spaceship's parachute!
There are some doubts about the whole process. In EVA mode, the RCS must be on or off to fire the parachute? I imaging that it must be off as the command input is under normal kerbal's control and not under EVA inputs.
If you can give me numbers, would make things easier to test it. As the game does not show anything about those parachutes except from the input settings. If there is a way to mess around these parachutes properties i would like to know.

Same way as the ship? i am lost about this. But at least now i know i can find, just not sure where exactly. The ships parts is very straight forward, i see the part-> i click it and menu open. For the kerbal parachute i have never seen the part to mess it around.
Just to state, i did jump from plane below 4000m, tryed to deploy the parachute but nothing happened. I am not sure about the speed it was! has any restriction about the speed for the chute to work?
I can't find any option to tweak kerbal's parachute.
I found out the prime condition to use kerbal parachute. Kerbal must be at lvl 1(1 star). Thats all.
Probably the altitude must not be too high, i did not prove that(not really the matter).. However the parachute worked from/below altitude 6000m is confirmed.
Kerbal center does not need to be lvl 3. Not sure if it must be lvl 2. My tests was run with kerbal center lvl 2.(i guess it only must have lvl to activate EVA mode).
So that is that!
Are we at the same page here? If so please be more accurate. Because just teling me to click it will not help.
That is instructions to deploy the parachute. Only is if kerbal lvl is 1+.
What i did ask is how to tweak the parachute parameters. Like you do in the edit mode right clicking the corresponding part.
Just giving slugsh answer will not help at all. If there is such a way to tweak the EVA mode's parachute for the kerbal, tell me how to get to this options. And if there is a condition for the option to be visible you have to tell that too.
The option appear where? and when? what are the prerequisite if any?
That would have saved all the trouble. :)
There is a message that shows up when you try to use the parachute with RCS on(for the kerbal that already has the lvl and the parachute on its back), saying that it cannot be used when the RCS is on.
And now that i think of it, i should have noticed the kerbals with or without the parachute on their backs. Silly me.
