why aren't my kerbals respawning?

I recently sent out Jebediah, Bob and Valentina to go to Laythe, and long story short there were some *minor* problems with landing and they are now dead. I have missing crew respawns on, and I time-warped a year and they are not alive yet

When you visit the astronaut complex and find Jeb there, does it say K.I.A. or M.I.A.
KIA kerbals are dead forever and MIA kerbals will respawn eventually.

Or maybe they survived the landing somehow?

It says MIA, and believe me nothing survived that explosion

Kerbals go M.I.A. when they die with respawning enabled.
Maybe they hopped out at the last second and the explosion pushed them to Jeb's secret base on Laythe and they're secretly building anew rocket to get home?

M.I.A. kerbals will respawn eventually and you can check the respawn timer in the game difficulty settings.
It might be hidden behind some buttons so poke around a bit.
