Hmm so its not maybe a bug on my PC?
I dont even think that would be possible in the EU due to data privacy laws.
In the settings.cfg i still se the options:

I wonder if its enough if i just adjust the settings by hand?
Somebody once said its not a crime if it isn't seen or something like that. whats a fine going to do for a big company anyways?
Regarding fines - as far as i remember the fines can be pretty high.
Maybe its just a bug that the window didnt show up i edited the cfg for now i assume editing the cfg has the same effect?
Nah, when you have a company worth so much a small fine still effects earnings and stuff but if it works they can make more selling your data to the side. though im not normally a tinfoil hat person i take my privacy very seriously.
Same, and the money they earned from doing illegal stuff they can use to pay off the fines and pocket what isn't taken. so they keep doing that.

So I think the premise of this entire thread may be inaccurate; or more like incomplete.
Also in settings -> general there is a toggle to force presentation of the dialog, even if you've already dismissed it in the past, on the next game launch.
There's no more data collection. RedShell was removed over a year ago.
The post above yours showed something called unity analytics which is different from the first red shell scandal.
I'm thinking of buying this, anyone else has more info on this other data collector that this thread suggests previously had and opt-out? Can a firewall block it? Does the game require an active net connection to play?
Oh, that? It's a built-in component of the Unity engine KSP uses. Yes, a firewall can block it, and no, you don't need an active connection to play the game.
Thanks for the info. How about modding and workshop, can I play modded kerbal while a firewall blocks the kerbal program? Looking to avoid the scenerio where the game needs an active connection for workshop stuff and allowing that allows the phone home data collection.
I think that's why the opt-out was important to the OP.

First of all, the workshop isn't for modding. It's for sharing ship designs mostly. I don't actually do that, but you'd have a hard time initially importing other people's ship designs without being connected to Steam. After that, you could save the design to your disk and not need a connection. Personally, I don't see the point of using someone else's ships, as building a useful vessel is part of the fun for me, but whatever. If you want to actually mod the game, you need to either download, copy, and paste files from Github or Curse or wherever (which is really easy) or use a program called CKAN (which by all accounts is even easier). None of that is done through Steam or any officially sanctioned KSP site. Once you've done those things, you don't need an Internet connection to play the modded games; however, some mods call out to the Internet (again, not to any KSP property) to check for updates, so that functionality would be broken. The mods will work just fine, but you'll probably get an error message about not being able to check for updates, which you can safely ignore.
More to the point, Unity Analytics doesn't really collect personal data. It's mostly usage and hardware. It only gets the "personal data" flag because the outgoing data includes your IP, like any other communication on the Internet. That gets anonymized, so in reality, they don't have any personally identifiable data they can use. That was also true of RedShell when that was part of KSP, which is why the whole situation was a tempest in a teapot.
